We have a phantom shop item. After clicking the unlock button on milestone 10, I got the 30 research points and the infinite goals but no shop item. Research at 96%.

fyi it seems like it's because the hidden shape multiplier upgrade is defined to be unlocked with that milestone in the scenario file
