While customizing my tool keybinds in the settings, I noticed that although I successfully changed the keybinds, the display below each tool in the toolbar still shows the default keybind settings. Despite this display issue, pressing my newly assigned keybinds correctly switches to the desired tools. I believe this is a bug.

I've noticed while testing on my side that the buttons update when going into space/build mode at least once. Is this the case for you?
