Steps to Reproduce:

  1. Place a foundation on level 1 at an entry way of the vortex foundation.
  2. Press Escape to get out of placement mode.
  3. Press Q to drop to level 0.
  4. Click on the foundation and use Ctrl-C.
  5. Place beside the original.
  6. Note what level it is on. (1)
  7. Press Q to drop to level 0.
  8. Click on the original foundation again and use Ctrl-X.
  9. Place in the same position but on the level that it currently is.
  10. Note what level it is on. (0)

Observed:
Ctrl C copies the game object and changes to the level of the game object that was copied.
Ctrl X changes whatever has been cut to the level that the player is currently at.

Expected:
Ctrl-X should change to the level of what has been cut like Ctrl-C does.

Additional Information:
Using Ctrl-X (cut) from higher up it's not always obvious that I am on the wrong level until getting closer.
For parts within a foundation, Ctrl-C and Ctrl-X both change to the level of the part.
