[0.0.9-rc7] Could not use scroll wheel for some time

I assume this bug has something to do with alt+tabbing. Other than that, I don't know. tbh this bug is actually pretty annoying.
By the way in the first clip the scroll wheel was also disabled in the settings, I had to drag the scroll bar
All 3 clips happened within a 5 minute timespan
