Every time I am switching into the user interface like the upgrade or milestones one, my GPU (NVIDIA GeForce RTX 3090) spins up all the fans.
If I resume to the game the gpu fans have normal speed again.

I did it’s set to 60
Maybe this doesn’t apply to the interface?

It should. For me it's always at or below 60. What does the actual FPS counter show? If you don't have it, you can open Steam overlay, Settings, In-game, In-game FPS counter.
Maybe some settings in nVidia control panel override that ingame limiter...
