Seems specific to Hexagon mode.
It may unlock in the toolbar later, if at all. We look into it and fix it asap.

Ok so I tested and seems the 1x3 and 2x3 are not unlocked. 2x2 and 3x3 however is.
What difficulty are you playing on?
I checked until the end and they did not unlock with later milestones.

looking through the scenario files, it seems like only the normal scenario has the correct unlocks for each of the island layouts upgrades, hard, insane, and hexagonal all have the old unlocks
