On a section of pipe with launchers at either end (1 in and 1 out) add 1 fluid storage and wait. The storage will not fill, it seems that the algorithm prefers feeding the launcher to other buildings or at least the storage tank.

I dont believe this is a bug.

If flow is being utilized by any painter/mixers down the line, those take priority over a storage tank sitting off the pipe. The tank will never fill up so long as those painters/mixers are using the fluid.

Do you happen to have a full screenshot of the issue?

This is a different behavior from belts which split 50/50. If the intent is to have fluid priorities, I think it needs to be clear. Whether the priorities are explicit or we have to figure them out, I don't have a preference.

Sorry, I just realized that I may not have been clear, the fluid storage is not inline between the 2 launchers, it is after a fork

Can you provide a screenshot if the setup, I do not see an issue but seems you mean something different.
But to say it simple, the tank will let fluid run through if you connect something to the other end, like a fluid launcher.

Sorry for the delay, I'm not a huge Discord user. Here is the setup, note the top tank is about 1/2 full but no paint is in tank in the middle of the picture. It seems that paint fills the launcher before the tank

This is correct. Launchers are priority (just like a painter, or mixer), so paint will always flow to those first. The tank on the side of that pipe is if paint 'backs up' or is no longer being called for

The correct behavior would be for the tank after the launcher to fill and then the catcher and launcher. Only then should your middle tank begin filling.

I have actually used this behavior by adding a tank just before my painters so that the mixers would unload and recycle more efficiently and the tank would contain enough material to keep the painters from starving if the mixers were recycling at/near the same time.
