Currently if you put them on a loop appears full or empty they do not respawn at this time, what is the math or the logic to when they spawn in minus being thrown in the vortex?

Trains don't respawn unless sent into the vortex, they return along either the bottom of the track if it doesn't form a loop, or just continues on the loop if it does
