Can confirm, same issue here. In the Steam forums they speculate it's the pipe gate and throughput , barely enough to feed four painters.
Pipe gates gives only 80% if u don't look
it's easy to test u just setup 2 pipe gates at different locations and tank to fill it and control pipe gate activation from one button and one fill ups 2400 other about 2k

can confirm - took almost 2 hours till I found out why all painters run at 89%. I really thought I made a mistake.
Without pipe gates 100%, with pipe gates 86-89%
Well, here's hoping this is fixed soon. Pipe gates are important to my MaM design.
And, that also makes a lot more sense that it's the pipe gates, since I noticed last night that my crystal makers had the same problem.
This was driving me crazy. It's like that mischievous child that behaves when you're watching them then causes mayhem when you turn your back.
I have belt readers everywhere and as I pan around, they all quickly fix themselves from 120/144 to 180 when I'm staring at them.
Looks like pipe gates do not have throughput as written when they are not in sight.
I have added 2 pipe gates to one pipe and it fixes
In my case that would mean a huge redesign in my MAM .-.
