Rebinding back to q/e works as I assume is intended and I start dragging conveyor belt through a new second story. Binding that key to F does not accomplish the same thing despite the tooltip changing. Blocker for me, as I have a non-standard input device.

You have to check if F is assigned to other keybinds and manually remove them so ONLY floor up is using F.
The game allows multiple settings to use the same key but the function will break if that happens. We are aware of the issue and will improve on the keybind settings in the future. Try looking through the keybinds and see if you spot another F being assigned somwhere, changing that should allow F to work with floor change.
