I seem to have to use mirror, rotate, rotate, in that order, all the time. Is there a faster shortcut than ctrl-f, r, r to do this?

Ctrl-f doesn't do anything, you're looking for F and shift-F

I'm so confused... I feel like there's something very inconsistent happening with the f shortcut.

So f is vertical mirror... shift-f is horizontal mirror. Okay, so the answer to my question is "shift f." Thanks @minor comet !
