I have a factory with 4 belts launching onto a space belt. After upgrading belt speed, the launchers are still running at the old speed. If I replace them, they speed up. You can see it in the attached - on the right, the first, second and fourth belts are all going slow (halting between launches), but the third (which I replaced) is moving full speed.

That looks more like a bug fixed in 0.0.8 ( #✨updates )

Just switch to 0.0.8 and it works fine
