I have all the upgrades unlocked. The game tells me that a single fluid pipe can support 4 painters. Yet the front (left) 8 painters do not fully fill out the belts, as they do not receive enough fluids to work at full speed. Despite the fluid input being maximized. (this happens too with unmixed paint) Does anyone have any idea why this happens and/or how to fix it?

are you SURE the fluid input is maximized?
yes, here is a quick example where i hooked up some red paint to some random shape. The big fluid pipe is backed up, but the front painters are not working at max speed

can you try replacing the space pipe
replaced the entire space pipe, still see the same pattern

But the game tells me that each launcher can only support 4 buildings. Are you telling me that the pipes themselves can support more than 1 launcher?
1 pipe = 4 launchers
however im still not sure where the bottleneck was in your bp
removing the launchers did solve it though

ok i have identified A difference
the middle 2 lanes are funded purely by launchers
while the outer 2 lanes have 1 set piped to directly
and theyre connected to each other

painter inputs are outputs too
so it has to do with the launchers.
though there are still 2 launchers for 8 painters
I suppose the fluid buildup in the launchers themselves slow it down?
it might be a bug to be honest

these launchers are 5 apart, not 4
so both middle belts are only getting paint from the orange route
