I have two dell monitors and when I first launched the game my second monitor began to flash black every few seconds. does not affect the Vizio tv that is also connected

Do you have the game in Fullscreen, Borderless or Windowed mode?

it was in full screen, then I changed it to borderless and continued to get the same issue, now I have it in windowed and after about 5 minutes it stopped

can you try to set it to fullscreen again and if it starts to flash again try pressing ctrl+shift+alt+b (restarts the windows video driver)

Seems to work now?
Alternatively you could try the other Launch Options, may be related to DirectX11, 12, or Vulkan.
