Four painters to a belt, four painters to a pipe

4 painters are needed for each belt.
A single fluid launcher can supply 4 painters.
A pipe can carry up to 4.8 launchers, or supply 19 painters if it has enough launchers.
Well you're just painting the same shape four times, but if you manage to get the same belt split into four different painters and rejoined at the other end, you'll have a full belt of throughput
So 4 painters to a pipe, 4 painters to a belt works, but you can also plumb 4 launchers into a single pipe which supplies 16 painters

To get paint onto the platform in the first place

Painters can feed each other though, which should help you compact that design down

as willow said, the painters are also pipes
so you can use pipes and painters to kinda chain the whole thing
