Unfortunately I have not found a reproducable method for this. But when placing blue prints which include belt launchers facing outside a tile, sometimes the belt launchers remain extremly slow. Replacing the belt launchers instantly removes the problem.

Temp fix right now has been to just replace the launcer tile, it resumes high speed
