OS: Nobara Linux 40 (based on Fedora)
(Sorry if duplicated. The other post I saw was about placing foundations over space belts)

Steps to reproduce:

In the foundations view, select a foundation
Copy it with Ctrl + C
Try to place it over another foundation pressing Shift + click

Expected behavior:
The existent foundation is replaced by copied one

Actual behavior:
The "Can't place here" sound is reproduced, and the copied foundation is not placed.

Technically intended behavior, despite what the pop up says
Change is being considered I think, but for now it's not a bug

So, maybe the change could be that a pop up suggesting you can overwrite placed foundations is removed?

Known issue and will be improved, it is being considered but the current system is meant to work that way. Improvements will be made and the changes to include this function are being considered. (so basically what balakin1 said)
