[0.0.7] Soft lock on progression in tutorial?

While playing through the operator certification scenario, I've reached a point where it looks like all the shapes I could make to get research points (see screenshot) require a swapper, but I do not have the research points to get the swapper (12 required, but I have 10). Is this somehow intended behavior?
