Drop-down menus, in settings screens, open and then quickly disappear before you can make a choice

In general or video settings windows, when you click on a drop-down option. One of two issues commonly occure:

1. When you click the drop-down menu, the choices start to fade into view and then immediately disappear. Most of the time when this happens you cannot read any of the text options because it happens quickly.
   *Clicking multiple times, regardless of speed of the clicking, makes no difference

2. When you click the drop-down menu, the choices appear as they should but disappear as soon as you leave the initial drop-down menu button

In both of these instances, if you move the mouse fast enough, it will change the setting based on where the mouse got to as it fades away. Using arrow keys to try and get away with not needing to use the mouse doesn't work either.

Sometimes when either condition happens the window will stay up and allow you to change settings as you would expect, but I have not been successful at finding a method to make this more successful

Could it be that your mouse actually is broken and clicks twice by accident? Or that you have an auto clicker toggled by accident?

It's a newer mouse, and I don't have any other issues in any other game/application

disregard, someone plugged a gaming controller into my system. Removing that fixed the issue
