buildings already auto rotate when you place them next to would-be-inputs like this
unless youre saying "i know, in this case theyre not doing that"

theres a chance its intended behavior, like if you manually rotate and then start placing
I wouldn't classify it as a bug since 99% of the time it's perfect just randomly it happened to me
its prioritizing your rotation
prolly that
when I tried to recreate it the first 3 in the picture did what I discribed but the last one auto snapped
I manually changed it for the picture but the top 3 100% did the prioritizing rotation
