Not sure if there is another conflict or something, but it seems like only buildings can be rotated counter-clockwise? Belts cannot be rotated counter-clockwise, neither as an individual item nor while using the belt tool.

Ah, didn't catch it in the bug reports, thank you. Let me know if there's any help needed with reproducing the bug, but I haven't seen anyone say it doesn't happen for them.
