I've started a new game in beta 0.0.3 on "normal" difficulty and the "insane" scenario. It starts with the bent stacker by default, but unless I'm going insane I can't find the straight stacker listed in the upgrades list, or on the milestones list, or anywhere else. This may or may not be as-designed?
