The knowledge panel on trains mentions train vortex delivery without anything about it needing an upgrade.
The train launcher's info panel also says it can jump a train into the vortex, but that's probably fine since it doesn't imply it also delivers its shapes.

Without the upgrade, trains cannot be launched into the vortex at all, they just stop moving, so the info panel could also do with being changed

So, after reading this message I went back to launch trains into the portal again and... they didn't, they stopped as intended. Before telling you that, I reloaded my save and suddenly they're going into the portal again now
