When you copy a platform and go to place it over an existing one, the 'Hold Shift to place anyway' appears, but when you do, you still can't place it.

You cannot Replace the platforms with Place Anyway.
If a blueprint with many platforms is is selected and SOME cannot be places, you can "place anyway" to the Blueprint parts that are placable.
